BERMUDA: Further movement towards digital identity service licensing

A second consultation is in progress on Bermuda's proposed licensing regime for digital identity service providers. The five-tier licensing system originally proposed has been reduced to two, with licenses being required for identity proofing and enrolment with initial binding and credentialling, and for continuing authentication of digital identities once issued. Providers must maintain a principal place of business in Bermuda and appoint a Bermuda-based senior representative; maintain a minimum level of net assets; and must notify the regulator of all material business changes.
