SAUDI ARABIA: New law expands foreign rights of real estate ownership

On 8 July 2025, the Saudi cabinet approved a new real estate law significantly expanding the ability of foreign individuals and entities to own property in the country. The official text has not yet been gazetted. However, it is expected that both individual and corporate non-Saudis will have rights to acquire real estate in designated zones, including Riyadh and Jeddah, from January 2026. Foreign ownership is currently permitted only through premium residency, licensed foreign developers, residency-based approvals from the Ministry of Interior and indirect ownership through real estate funds or shares in listed companies.
